Здесь надо различать два времени Настоящее простое (Present simple) и Настоящее продолжительное (Present Continuous). Простое время обозначает действие,которое происходит регулярно,обычно (каждый день,месяц),общеизвестный факт (солнце встает каждое утро). Это время образуется при окончания s к основному глаголы,но только для 3л.ед.ч (he,she,it). В остальных случаях просто употребляется глагол. В вашем предложении надо ставить smell пахнуть,т.к.известный факт пирожные,торты пахнут фантастически. Настоящее продолжительное время с ing окончанием употребляется для обозначения действия в момент речи. Оно образуется при глагола to be (am,is,are)+ основной глагол с -ing окончанием. По вашему предложению не видно,что действие происходит в момент речи,нет никаких опорных слов. Поэтому и выбираем вариант b.
