Do ставим, если глагол в 1 форме без окончания: they live in london. - they don't live in london. do they live in london? where do they live? does ставим, если глагол в 1 форме c окончанием -s (причем окончание -s в отрицательной и вопросительной форме убираем): he lives in london. - he doesn't live in london. does he live in london? where does he live? глагол to be (am, is, are) просто ставим в вопросах перед подлежащим: he is a student - he isn't a student. is he a student? what is he?
