Почему в предложении.the radio stations entertain the students by playing all the latest music and chart hits. playing пишется с окончанием ing?

Потому что это герундий. иногда перед герундием может стоять предлог, в данном случае "by playing" означает "проигрывая" (деепричастие) или "путем проигрывания".
