По-моему, здесь возможны 3 различных варианта. если мы говорим: "these televisions have been made in japan" (в такой же ситуации также возможно использование "were made"), то я представляю себе такую ситуацию: я у друзей, у них несколько старых телевизоров, которые уже не делают, но раньше делали в японии. тогда они могут сказать про них "have been made", если про именно эти телевизоры или "were made", если про все телевизоры этой марки. a если мы говорим: "these televisions are made in japan", то телевизоры этой марки до сих пор производятся в японии. гораздо чаще используется второй вариант: "these televisions are made in japan".
