Я считаю,что правильная форма has been talking,так как ето форма завершенное время указывает, что государство говорило про проблемы и как результат сейчас оно пытается найти пути решения.

Мне кажется то что через 50 лет наш мир изменится в лучшую сторону. Всё будет хорошо и великолепно. Наша земля станет более чистой, просторной, красивой. Ни в каком месте не будет мусора, все животные будут счастливы, кругозор людей станет намного шире. Я думаю то что изменят обучение в школах, университетах, колледжах. Повысят зарплату, пенсию. И всем на свете будет хорошо.

It seems to me that in 50 years our world will change for the better. It's going to be fine and great. Our land will become cleaner, more spacious, beautiful. There will be no garbage in any place, all animals will be happy, people's horizons will become much wider. I think what's going to change is school, university, college. They'll raise your salary, their pension. And everyone in the world will be fine.
