Сравнительная степень - это всегда сравнение, то есть обычно в предложении будут сравниваться два человека или предмета, поэтому в предложении будет стоять слово then (чем) например: tom is taller than sam (том выше сэма) в превосходной степени мы не сравниваем, а говорим, что человек или предмет самый самый из всех, поэтому обычно присутствуют слова of all (из всех), in the world (в мире),  ну и самым точным словом определяющим превосходную степень - это определенный артикль. например: blue whale is the biggest animal in the world.
