Можно ли сказать так: "barselona has been in spain" или как-то иначе?

Лучше написать: " Barcelona is the city in Spain".

Вообще, правильно писать Barcelona. И по-моему, с has been/have been употребляется после частичка TO, а не IN. А что на русском хотел сказать?
