Почему это предложение с with . they can leave the key with the clerk downstairs .если это падеж то почему тогда не by? ведь with выражает орудие , а clerk это человек всё таки .как понять ?

Они оставили ключ клерку внизу. ( не "с клерком" - поэтому)
