Почему w в слове snowing не удваивается

1. Если глагол оканчивается на немую e (mute), она выпадает при присоединении суф. ing. 2. Если глагол оканчивается на согласную, перед которой стоит гласная ( ударный краткий звук, не долгий) , конечная согласная удваивается .swim - swimming/ 3. Конечный L удваивается, если перед ним стоит гласная (ударный или безударный краткий звук) expelling,  travelling. 4. Глаголы die, lie, tie имеют следующие формы Participle 1: dying, lying, tying. 5. Конечная Y не изменяется. deny - denying, comply-complying. Дублирование согласной зависит от долготы предшествующего гласного звука.

Если последняя согласная W, то она не удваивается
