Как я поняла, от комментариев, то вам надо сказать (к примеру) 9:30, да?
Словами это будет nine thirty, а конкретней half past of nine
11:40 It is fourty past eleven
15:15 It is fifthteen past three 
19:45 It is fourty five past seven
23:05 It is five past of twelve
8:00 It is eight o'clock
