Это высказывание верно. мы часто недооцениваем знаки препинания, считая, что их роль совсем небольшая. между тем, именно знаки препинания выполняют на письме ту роль, которую в ''живой'' речи выполняет наш голос, его интонации, остановки. без знаков препинания текст бы превращался в непонятный, даже бессмысленный набор слов. не было бы ни пауз при перечислении, ни удивления, ни восклицания! каждый бы мог понять текст по-своему, часто понимая его совсем иначе, чем следовало бы. иименно поэтому можно сказать, что знаки препинания
