For me “fashion” means the own style, famous brands and their history. My fashion style is casual - it’s about comfortable and nice clothes. Casual dressers’r live in jeans and T-shirts and they often wear tracksuits and trainers because they are sporty and energetic. As usual I buy clothes at shops called “Bershka” or “Pull and Bear” but sometimes I buy clothes in “Stradivarius” ; “Sinsay” ; “Brands Outlet”. I think you can be fashionable without spending a lot of money in this case. However you can wear moms or dads clothes and look fashionable too
