В этих предложениях два правила, два времени. Present Continuous and Past Continuous. Настоящее длительное и длительное.

Present continuous указывает на действие которое происходит в данный момент. Сказуемое образовывается при глагола to be(am,is,are)+Ving

Past Continuous указывает на действие,которое которая происходила в точно указанный момент в Образовывается при глагола to be в времени was/were+Ving
