1)Ужесточить меру наказания. 
2)Устраивать показательные (демонстративные) наказания за особотяжкие преступления. 
3)Следить за соблюдением закона для всех граждан независимо от общественного положения и материального достатка. 
4)Ввести систему вознаграждений за сообщение о преступлении если у сообщившего есть доказательства. 
5) полностью конфисковывать имущество у лиц совершивших хищение в особокрупных размерах, а так же имушество ближайших родственников если оно не соответствует их заработку! 
И еще много других пунктов и уточнений.

Terrorism is probably the most terrible act that people do. As a result of terrorism affects people who in no way were to blame. Terrorism in all its forms and manifestations constitutes one of the most serious threats to peace and security. Any acts of terrorism are unjustifiable crimes, regardless of their motivation, whenever and by whomsoever committed. Terrorism is one of the most awful crimes, as the Supreme value, society puts human life and terrorism is that its purpose be the lives of the civilian population. But the worst thing is that the terrorists do not stop at the fact that, in order to achieve their goals, ready to take the lives of children. That is why terrorism is a crime not having an excuse. a crime that should be punished with all severity of the law.
