Окончил юридический факультет Ленинградского государственного университета имени А. А. Жданова в 1987 году и аспирантуру ЛГУ в 1990 году. С юности увлекается хард-роком, в числе любимых групп упоминает Deep Purple, Black Sabbath и Led Zeppelin; коллекционирует записи этих и других коллективов (в частности, собрал полную коллекцию записей группы Deep Purple[17]). Слушает также русские рок-группы, в частности, Чайф. В студенческие годы увлекался фотографией, занимался тяжёлой атлетикой, выиграл в своей весовой категории соревнования в университете по тяжёлой атлетике[18]. Член ВЛКСМ с 1979 года.
