Боюсь я не поняла вопрос, но попробую объяснить...
если у Вас время Present Continuous, то -ing ставится всегда. Это правило образования времени, без этого окончания у вас будет либо другое время, либо вообще какая-то фигня
пример: I read books every day - я читаю книги каждый день - привычка, образ жизни
I am reading books now - процесс в данный период времени - Present continuous
Но как всегда исключения: есть ряд глаголов (так называемые глаголы состояния), которые не употребляются в Present Continuous. Например: see, hear, smell, taste и множество других...) Но, опять но, даже среди этих глаголов есть те, которые все-таки можно употребить в Present Continuous, но смысл поменяется.
пример:
I think they will win the championship this year - я думаю, что они выграют чемпионат в этом году (убеждение)
They are thinking of buying a laptop - они раздумывают над покупкой ноутбука (раздумавают, это не убеждение уже, а процесс)

но может быть вы имели ввиду, когда вообще употребляется -ing окончание, если да, тогда я просто напишу в коменты этот материал :)
если у Вас время Present Continuous, то -ing ставится всегда. Это правило образования времени, без этого окончания у вас будет либо другое время, либо вообще какая-то фигня
