Точно не знаю, но я бы перевела так: 1. it(речь же не о человеке) is called  the federal assembly.2.  there are two houses.3.  one of these is called the federation council, and the other is called the state duma.4. they are called deputies.5.  once in four years.6. this is a  president.7. this is a   prime minister.8.  they work on the accounts.9.  they must approve the forms of the bill. 10. (смотря кто выбирает) he/she/it doesn't choose the prime minister.
