Выбирая любой квадрат размером 2х2 и увеличивая числа во всех его клетках на единицу мы всегда будем увеличивать клетку, находящуюся в центре. изначально там стоял 0 после увеличения стало число 18, значит было сделано 18 ходов.  каждый раз делая ход мы будем увеличивать числа, стоящие в углах нашей таблицы. после 18 ходов там получились числа 4,5,6,7  значит увеличивая числа в какой то последовательности мы в сумме должны получить тоже число 18, но 4+5+6+7=22  значит такая таблица не может быть получена.
