1. когда только закон опубликован, люди ознакомлены с ним, до его публикации он не действует. 2. где как. в каких то странах из за менталитета. в японии можно заключать брак с 13 лет. 3. нет нельзя, система работает нормально. 4.   некоректно задан вопрос.
