Новая Зеландия - это конституционная монархия с парламентской демократией,несмотря на то,что конституция не систематизирована. Королева Елизавета II является королевой Новой Зеландии и главой государства. Королева представлена генерал-губернатором,которого она назначает по совету премьер-министра. Генерал-губернатор может осуществлять власть ее Величества (власть уволить премьер-министра,распустить парламент или оказать королевской санкции в законопроекте). Власть Королевы и генерал-губернатора ограничена конституционными запретами и они не могут нормально осуществляться без кабинета.
